Tom Overmans is an Associate Professor of Public Administration and Director of Undergraduate Programmes at the Utrecht University School of Governance (USG). In this role, he combines academic research with a strong commitment to teaching and serves as a Member of the USG Board.
As Director of Undergraduate Programmes, he helps shape and innovate the curriculum. He is committed to enhancing the quality of education, supporting students in their development, and working closely with colleagues to strengthen our teaching practices. His goal is to offer a forward-thinking and well-designed Public Administration and Organisation Science curriculum that is firmly connected to practice and encourages students to explore and develop their talents.
Tom’s research focuses on the behaviour of politicians and civil servants, particularly in relation to decision-making. His current project is supported by a prestigious personal Talent Grant from the Dutch Research Council (NWO-Veni). In addition, he researches meaningful public administration education (SoTL).
Tom works at the intersection of theory and practice, continually seeking ways to combine academic depth with social relevance and effective knowledge sharing. He is an active member of several international research communities, including the International Research Society for Public Management (IRSPM), the European Group for Public Administration (EGPA), and the Public Management Research Association (PMRA).
